The wiper relay switch for the rear wiper on a Ford Fiesta will cause the wiper to stop at the exact location where it is shut off. A hole in a vacuum hose will also cause this to happen, but the wiper will also run intermittently if it were a vacuum hose problem.
I have had the exact same problem with my 1990 wrangler, I found out that unless the handel that allows you to open and shut the rear window is not in the exact closed position and the window is closed tight in place, the wiper will not work but the washer will. Just for fun once I realized this I tried to turn the rear wiper on with the window open and it did not work until I shut it. Hope it works for you.

GM vehicles do not have a fuel pump shut off switch.
Either the park switch (usually within the windshield wiper motor) is bad, not letting the wiper park, or the intermittent wiper control is bad, not letting it shut off. Another possibility is a bad ground.

If the bootlid seal itself is ok,then favourites would be rear lamp clusters and displaced grommets for tailgate wiring to wiper/lock relay etc. Best to get yourself shut in the boot witha torch.Have a helper,gently hose down the likely spots.
There are pages and pages and items that can cause a check engine light. You need to have it checked for codes with a scan tool. After repair light can be shut off with scan tool.
There is not a reset switch or a safety shut off switch on envoys.
