How can you stop a creditor from harassing you if he sold you a car that hasn't passed GA state emissions?

You can't. If the credit agency was also the car dealership, they must get that car to pass emissions. Most likely, the credit company is not the car dealership. Failing to pay will ruin your credit and possibly get your car hauled away.
I would get in direct contact with the dealership and if they refuse contact the attorney general's office. Make the payment though, it is legally required.
