You can swap relays within the relay center with another relay that matches, but in most cases it is seldom the relay At Fault, it is probably a bad fuel pump.

Did you replace the fuel filter? Sometimes sediment will build up in a fuel filter and block the fuel. Also a stuck fuel pressure regulator can cause fuel pressure problems. I had the same problem. I had to take it to the shop where they replaced the PCM wires, which only cost 150$. Turns out the computer wasn't send a signal to the fuel pump to tell it to turn on. Hope this helps
Park the car is a quiet location and turn the ignition key on but do not start the engine. Listen carefully for the sound of the fuel pump. It will run for a few seconds and then shut down which is normal. If you do not hear the pump, either the pump is bad, the fuse is blown, or the fuel pump relay is defective. You may also hear the pump and it can still be pumping with so low a pressure as to be defective. Make sure your problem is not a clogged fuel filter. Replace the filter asap. If the car has over 100,000 miles on the Odometer you probably need a new pump, especially if you have neglected to replace the fuel filter every 50,000 miles. A clogged fuel filter will burn a fuel pump up very quickly.
It really depends on the vehicle but most fuel pump relays are located under the hood in a power distribution box. Some may be mounted separately on the inner fender or the fire wall. Need more info on the year and make of vehicle to tell you where it is.

The relay is in a block of relays on the left side of the engine compartment just back of the air cleaner. The relay cover should tell you what position the fuel pump relay is in.
I can tell you the fuel pump is in the gas tank.
You will have to remove the fuel pump relay or the fuse for the fuel pump. You did not say what year it was, so I can't tell you where it is. SORRY.
I am tackling the same thing on a 1994 Ford Arerostar van. I think that the wire from the fuel pump relay is also connected to the Powertrain Control Module. ( The book makes mention that that the PCM controls the fuel pump! ) If this is true then the PCM may place a "LOW" on that line if it wants the pump off, preventing the relay to pass the voltage to the initeria switch and then the pump??? ( I'll let you know...you let me know? )
