A tumor is a lump that you can feel with your fingers, it is a lump or a swelling that may or may not be tender to the touch. It is possible to get a tumor on pretty much any part of the body. If you suspect that you have a tumor you should see your doctor.
It would depend on which body part you had. If you had their head, or heart, then I would say yes you can tell if they are dead (they most certainly are in this case). If you had an ear or finger, then no you could not tell if the person were dead.
