To tell if the windshield washer sprayer is bad on a 1995 Saab 900 all you need to do is use it. If it streaks, drain and replace with new fluid.
I had this problem so I took the panel off that holds the sprayer and blew compressed air in them and it was clogged. Have not had this problem since.
No adjustment is possible.
Most auto parts store sell replacement washer sprayer kits. It would take a person who followed the directions about 10 minutes to replace the sprayer and the hoses.
Leaking windshield or clogged windshield cowl drain lines.

The screen in the end of the spout is probably clogged.
I doubt the hose if clogged, but if it is, simply disconnect it and blow through it until it is clear. More than likely the spray nozzle at the end is clogged with car wax. Clean it out with a small pin or needle.
Normally you can stick a safety (or other stout) pin that fits in the nozzle and move it that way. Most all nozzles are adjusted this way. Trial and error.
Clogged squirters or bad/failing pump.
Unless you have lost the nozzle there is no reason to ever replace it. It is probably stopped up. Take a needle and unstop it.
Windshield washer nozzles normally don't need replacing, If they are clogged, run a real fine wire through the opening to unclog them.
