You see mold on the coil, you see ice on the coil, you see dye on the coil with a blacklight after cycling dyed refrigerant through it, you run a halogen sniffer over it and it detects a leak.
Unplug ignition coils one at a time until you find the one that doesn't effect the rpm's.That's the one that's bad.
More importantly, why is the unit freezing? There are several reasons that can cause this. Most common are dirty filter or evaporator coil that the filter protects. It can also be lack of air flow across the evaporator coil due to a bad fan motor or broken fan belt if so equipped. Last reason might be the unit is low on refrigerant which would mean that you have a leak somewhere.

Mid 90's Jeeps have nearly a 100% failure rate in the A/C evaporator...if you have not changed the evaporator yet, it's almost certain it is bad. Compressors also go bad but not nearly as often as the evaporator.
It depends on the type of ignition system you have. Some have ignition coils at each spark plug, or coils for each plug away from the plug, or coils for every 2 plugs, or a single coil for all plugs. So the coil could be bad, or perhaps simpler the spark plug wire could be bad, or a bad spark plug. If you have a distributor it could be the cap or the signal rotor. There are other possibilities including the Electronic Control Unit, and electromagnetic interference (not likely).
if the evaporator is bad, he AC probably wont work right anyway, and if it has a hole in it it could be dangerous to your health so it would be a god idea to have it checked by a professional

a '95 riviera does not have a distributor. If you mean the ignition coils, then you probably looking at bad ignition module-located under the coils. Or bad crank sensor.
