Unplug ignition coils one at a time until you find the one that doesn't effect the rpm's.That's the one that's bad.

I'm not a mechanic / technician but on the 1999 Ford Expedition I believe the 4.6 liter was still using the EDIS ( Electronic Distributorless Ignition System ) which uses ( 2 ) coil packs with spark plug wires , where the 5.4 liter has always used the Coil On Plug ( C.O.P. ) ignition system with ( 8 ) individual coils

The 1992 Rangers have a distributorless electronic ignition system and if the ignition coil packs are an issue the resistance of them can be checked with an ohm meter to tell if they are OK.
If it runs well when dry it's probably bad ignition wires, coil(s) or module. Ist choice would be the wires. Easiest way to test is to get a squirt bottle filled with water, open the hood at night and spray down the wires & ignition parts with water. Then look for arcing and this will tell you where the problem is.
bad coil pack on cylinders, find or pull ignition wires and you can tell by no loss of power.

one way to do it s to get an in depth service manual and take a multimeter to the electrical system or you could just unplug the spark plugs but not remove them, and plug in a set of spare plus into the spark plug wires and ground them to check for a spark. if it is sparking just fine, then it could be a timing or a fuel problem or the engine could just not be spinning fast enough to start
