when a dog walks by, distract him or her with a treat. keep doing this until he gets used to other dogs and learns that they won't hurt him.

Do NOT wait to tell him "no", tell him right away otherwise he will not know what he did wrong and don't call him to you and tell him "no," otherwise he'll think coming to you was wrong.
3. When he does not show aggressiveness to a bigger dog, reward him with praise, treats, toys, or his favorite thing but don't overfeed him if you keep on giving him treats when he is not aggressive.
