Your dog should be on a tight leash and when your dog doesn't listen you pull fairly hard on the leash until the dog is beside you. Stop, hold him in position. Then started walking and sternly say 'heel' and keep him to your left side on a tight leash. Keep pulling the dog by your side whenever he strains on that leash.
