The best way to treat this is to use a gentle moisturizing soap or lotion, such as Dove or Eucerin, on the affected areas. If this doesn't work well. Find some hydrocortisone cream. Purchase the variety available over the counter and apply it to the affected sites. Finally if this doesnt fix the problem, consult your physician or dermatologist for his/her recommendation. As a last resort, consider asking the person to shave if it becomes a major problem and no medication can easily alleviate the affected problem sites.
