On the 1.6 1998 Classic the pollen/cabin filter is under the piece of black plastic just near the windscreen on the passenger side. Theres a black rubber strip to remove first of all holding the black plastic in place. It runs the width of the engine bay up where the washer nozzles would be if the bonnet was down. Lift up the plastic and theres a square filter. Pull it out and replace it.
