Simony is the selling of holy things - i.e. something blessed or consecrated - for money. When a priest preforms a service or sacrament, it is customary to give him a stipend. A stipend is a donation. Since it is a donation it is not simony, as you are not paying for anything but merely expressing appreciation for the priest's time and efforts and wish to compensate him or express your thanks in a material way. Lest this be thought a mere cover for payment, no one is obliged to give a stipend, nor can the priest charge one. If you cannot afford to give a stipend, or if you simply choose not to give one, the priest will still preform his duties as is dictated by the Catholic Church of which he is a minister. Priests accept stipends as they supplement their income and the money can be used for personal necessities or leisure activities they normally might not be able to afford.
