It is not common but it is not abnormal. As fraternal (non-identical) twins are no more alike than any other brother and/or sister their skin colours may be quite different, paricularly if either of the parents has a mixed race backgund even several generations back.
Sometimes they do. If they do, they are usually children. Their moms usually dress them alike. Some twins wear the same outfit just in different colors. Then their are twins that don't dress anything alike.
