Yes, if it had happened the way the official report said, it would have been prevented. NORAD scrambles fighter jet planes every time a plane strays off course. Every time except on 9/11.
Yes, 9-11 could have been prevented 100% as with many other high jackings of planes in years past. There were several suggestions made by numerous people in the late 60's and early 70's when sky jackings were occurring rather often..
The most logical suggestion made back then was to impliment a small and affordable change in the enginering and design of large commercial aircraft.
The suggested design change was to make the entire flight deck of all newly built commercial aircraft completely inaccessable from the passenger compartment by adding a reinforced wall and a separate hatch/entrance for the pilots, this would mean that no one would be able to enter the flight deck and take control of the plane..
Had these design changes been implimented decades ago then 9-11 would not have turned out the way it did,the terrorist may still have taken control of the passenger compartments but they would not have control of the plane.
The hijackers weren't thinking about how this tragic incident could effect a lot of lives and the environment. If those terror experts who where flying the planes thought about how it could effect other people and their own lives, then 9/11 wouldn't have started in the first place.
how could apartheid have been prevented.
They could have prevented WW2 by giving in to the Nazis. -That was not acceptable to the British people.
no it couldn't not in the soldiers conditions and hardship
The fire at the Triangle Shirtwaist Factory could certainly have been prevented with the knowledge and procedures we use today. Its death toll could have been reduced if the doors had not been locked and the switchboard on the 9th floor had been in operation. Whether the fire could have been completely prevented with the technology and procedures of the day is an open question that can never be completely answered.
can anybody just put the right answer. chronologically and understandable!

No
This is an unanswerable question. There is no way to count "deaths that could have been prevented," let alone deaths that could have been prevented by an indirect correlate.
The Mexican oil spill could have been prevented. All oil spills could have been prevented if it weren't for careless people! An automatic switch should have been installed on the inside of the pipe.
no
yes he could
Buchanan could have prevented war by not allowing the Confederate to separate from the Union. Buchanan could have also acted differently on issues of slavery, especially in Kansas.

It couldn't. Cyclones are a natural weather phenomenon which cannot be prevented or controlled.
