Yes, 9-11 could have been prevented 100% as with many other high jackings of planes in years past. There were several suggestions made by numerous people in the late 60's and early 70's when sky jackings were occurring rather often..
The most logical suggestion made back then was to impliment a small and affordable change in the enginering and design of large commercial aircraft.
The suggested design change was to make the entire flight deck of all newly built commercial aircraft completely inaccessable from the passenger compartment by adding a reinforced wall and a separate hatch/entrance for the pilots,this would mean that no one would be able to enter the flight deck and take control of the plane..
Had these design changes been implimented decades ago then 9-11 would not have turned out the way it did,the terrorist may still have taken control of the passenger compartments but they would not have control of the plane.

∙ 12y agoThe hijackers weren't thinking about how this tragic incident could effect a lot of lives and the environment. If those terror experts who where flying the planes thought about how it could effect other people and their own lives, then 9/11 wouldn't have started in the first place.
