Congress could eliminate gerrymandering by issuing each representative districts that are of equal size and mostly square. However, I do not believe that congress would want to eliminate the problem. It certainly is a problem for us, but unfortunately for the representatives, it isn't. There definitely should be something done about it, though.

You could go directly to him with copies of the fronts and backs of the checks. It might eliminate the problem. It also might not eliminate the problem and if it does not, when you go to court to address the complaint, bring those copies of the front and back of your checks to prove payment.

What is apportionment gerrymandering?

Gerrymandering is a way of redrawing lines in a voting district to favor a candidate/political opponent and to hurt their opponent's chances of winning. For instance, a Republican could draw district lines to include many Republican voters into one district. They could also draw the district lines to split up the Democrat voters, making it difficult for them to ever be a majority of the district. Often, gerrymandering is obvious because of the strangely-shaped districts.
