It seems impossible. Actually this question has been solved for a while, I also had some experience of airplaying videos from Windows to Apple TV.
Since Apple Airplay is based on a tech. named 'Bonjour agreement' of Apple, Inc. Windows users don't have the priority to use it. Google: bonjour license agreement,cant post link here.
After taking a quick view on that, you may feel that there is still nothing for you puzzle. But we can find some information like 'Bonjour for Windows Building Agreement'. They don't offer a software for windows, you need to built one by your own, smart ass! It's just like someone gives you blueprint papers, bricks and all other requisite materials to ask you to build you own a house. That's damn hard. So is a software.

Besides, Before airplay videos, you need to know one more thing: airplay has limitations of video formats. Only MP4, M4V, MOV, MP3, M4A and AAC are compatible. As for other formats like MKV, AVI, WMV, FLV, DivX, XviD, MPEG etc which are not supported by iTunes, AirPlay fails to handle either. You may need to do a video conversion before airplay.
