Well in the summer we don't have snow in most parts of the country. Not to mention that Canada has a wide variety of environments that some rarely ever see snow. If you want to know about a specific area I suggest you check an Almanac.

If you are visiting in the winter it is probably a good idea, because sometimes the snow is quite deep, or it is icy. If you are visiting in the summer- please don't waste your money on snow tires! There won't be any snow.
I just kind of thought that maybe it was an evoulation type thing. To my knowledge most of the states that have mule deer usually have deep snow in the winter, and they had developed this to get through deep/drifted snow.
