I am not sure which ballot you are asking about, but throughout his career in politics, Barack Obama has gotten on the ballot the same way as any other successful candidate: he announced his candidacy for that office; campaigned, won his primary, then won the nomination of his party; and after that, he went on to compete against his opponent in the election.

For example, in 2007, Mr. Obama, then a US Senator, announced he would run for president. He campaigned for the office, and defeated a number of potential rivals, most notably Hillary Clinton, to get the Democratic nomination; and in the 2008 election, he defeated his Republican rival, Senator John McCain.
