At first European leaders did not care for it because Neville Chamberlain, the British Prime Minister decided that Germany needed some appeasement and leeway. France didn't do anything (the most powerful country after WWI) because Britain didn't do anything. However, the USSR was skeptical. Europe did not respond to Hitler's territorial acquisitions until the acquisition of half of Poland. The other half ironically went to the USSR in the Treaty of Non-Aggression in 1938.
