FDR's first 100 days in office were arguably the most productive of any President in US history. His productivity increased expectations for every President following him, but so far none has been able to surpass FDR's achievements.
I doubt that he raised expectations. He did make it easier for someone who likes more big federal programs to get them okayed by the supreme court. Maybe a Democratic president feels pressured to try for more government intervention if the economy falls into a slump.
Actually many future Presidents were commanded by Presidents. Example: JF Kennedy served in the Navy under Roosevelt and Trueman (Who served in the Army under Wilson). LB Johnson served in the Navy under FDR, George HW Bush served in the Navy under FDR & Trueman. Many of the Presidents served in the military and took orders from the Presidents in office.
