He believed he needed to make people understand that Congress had the right to pass and enforce taxes, under the constitution. Washington personally led the army in military action against the rebellion. 13,000 men approached Pennsylvania in November 1794. by this time most of the rebels had fled. the whiskey rebellion ended without a battle.

The significance o this action was that it showed the strength of the federal gov't (government) under the Constitution because they no longer used the Articles of Confederation.
