Mexico already did since it won its Independence War against Spain (1810-1821). Emancipation laws however, were not officially included in the Mexican constitution until 1833. This legal void allowed several Texian Empresarios (Tejanos) to own slaves.

However, even after Mexico became independent in 1821 and switched to a federal republic system of government in 1823, there were no written laws against slavery; in 1829 it was officially banned, prompting Texan secessionists -- mostly of whom were slave owners -- to split off from Mexico in 1835.
