Criminal law sanctioned punishments for crimes. In the very early days of Rome a citizen could arrest another citizen. Then he Triumviri Nocturni were created. They were privately owned slaves, organized into groups which fought fires (which were very common) and acted as vigilantes. This private system became ineffective. Augustus instituted a public fire fighting force called the Vigiles which was modelled on the fire brigade of Alexandria, Egypt. The Vigiles also acted as a night watch, watching out for burglars and hunting down runaway slaves. They were occasionaly used to maintain order in the streets. The Vigiles had seven cohorts headed by a tribune. Each cohort had seven centuries of 70-80 men commanded by a centurion. The whole force has 3,430-3,920 men and was commanded by the praefectus vigilum, the subpraefectus.
With regard to civil law, it provided a framework for the regulation of property and inheritance matters, contracts, transactions, trade and the like and litigation procedures for disputes between citizens. Thus, it provided a framework with accepted rules which ensured an orderly civil functioning of the city.
If you are referring to restoring order after the civil wars which tore the Roman Republic apart, this was done by establishing the absolute rule of an emperor. Augustus, who emerged as the final winner of the civil wars, concentrated power in his hands, established his personal absolute rule and became the first roman emperor. This started the 503-year period of rule by emperors.
