This quote by Joseph Stalin expresses the necessity to modernize and grow heavy industry in the USSR. In order to generate investment to grow the heavy industry Stalin needed to collectivize the farms, allocate the food in right quantities to where it was needed, and export surplus in order to obtain government investment.

Stalin collectivized land through the method of centrally planning the economy. The Peoples Committee for Central Planning was established by Stalin and it formulated orders which farmers were obliged to achieve. Strict government legislation was put in place for those who do not work for the communed effort meaning that those who did not give surplus product to the government would be punished under the Soviet Constitution.

He used the collectivisation program to rid of the Kulaks. The Kulaks were a group of "rich" farmers to say. They often had poorer farmers working their land for them. Lenin once regarded the Kulaks as "bloodsuckers", and the hatred carried onto Stalin. A Kulak wasn't neccesarily rich anymore though, one Soviet official openly stated they would classify any farmer who could afford to put food on the table for his family as a Kulak.

Collectivisation united farms into one larger farm. This was great for most people, but the Kulaks being the higher bracket, took the loss while others gained at their expense. The unification ridded of Kulaks, as they were either asssimilated into the larger farms, deported, or executed.

He forced the farmers to work on big collective farms, they had to give up their own farm and land. Those who did not want to where sent to ''work'' camps in Siberia or just killed. Through force his collective farms were created. However, he could not "force" bountiful crop yields. The combination of bad weather, shoddy farm machines and unrealistic goals created all that was needed for failure. His demands were high in order to feed his army and his factory workers. The net result was often the opposite of his intentions.
