Since General George B. McClellan once had the title of general in chief, he remained unhappy, especially when the vacant position was given to General Halleck. Halleck was now in the East and to make matters worse, a new rival general, John Pope had entered the scene. At least before that happened, McClellan was still the general of an extremely loyal Army of the Potomac. Now John Pope had a new army in the East, the Army of Virginia. On top of that burden for McClellan was the fact that John Pope was a true political enemy. Pope had been court-martialed in 1860 for his open advocacy for the Republicans. He may have been more "Republican" than President Lincoln. McClellan viewd himself as a War Democrat styled after Senator Stephen A. Douglas.
