So the story goes, Victoria was jealous of the various Imperial Crowned heads in other countries such as Germany ( became Empire in l87l), Austria ( at the time the Empress Elisabeth) etc. Vicky wanted Empress status- so in stepped Prime Minister Disraeli with his Royal Titles Bill ( also called Foreign Titles Bill) the rest is history! also it made British Empire official- before that, Britain had many colonies, but was not officially an Empire- again good to have friends in High Places.
