The extension of Roman citizenship was one of the ways that Rome gained territory or "conquered". It gave the territories the protection and benefits of Rome and in turn Rome had strong, loyal allies. Proof of this is the towns of Italy refusing to give Hannibal any assistance during the Punic wars.

When Rome expanded into Italy, two types of Roman citizenship were created: full citizenship (civitas optima jures) and citizenship without the right to vote (civitas sine suffragio). The latter was given to Italic peoples who were annexed by Rome after fighting her:the Volsci, the Hernici, the Sabines and the Picentes). Full citizenship was also given to the heads of allied Italic towns who showed loyalty to Rome. When Rome expanded beyond Italy, members of the local elites outside Italy who showed loyalty to Rome were also granted full citizenship. In the Late Republic, all the peoples of Italy were granted full citizenship. In 212 AD the emperor Caracalla extended full citizenship to all the peoples in the empire.
