Space was to be used for war. When the Soviets put up their Sputnik in the late 50's, that put the Soviet's ahead, for: Satellite reconnaissance (intelligence gathering) and put them in a better position to possess ICBMs (nuclear tipped-Inter-Continental Ballistic Missiles). ICBMs could not be stopped; manned bombers could.
With the US stepping the race, US arsenals were to produce "Anti"-Missiles, and try to reach the moon...he who lands first controls it! Just like in the "old" world days when Spaniards claimed newly found lands for Spain, Drake claimed new lands for Britain, France...Portugal...Russia (they took Alaska)...etc.

Technology has been slowly advancing and changing for all of human history, and as it advances, the definition of what 'Advanced Technology' is also changed. In it's time, the Roman Empire was considered to have extremely advanced technology. However, it can be said that the modern age began roughly the time World War 1 ended.
