In 1599 the reigning monarch was Queen Elizabeth 1 who was unmarried.
Queen Mary was the eldest child of Henry VIII of England, she married a Catholic prince, Philip of Spain, and made sure that all the traces of protestantism were wiped out. Unfortunately, she died leaving no heir, Philip returned to Spain, and Elizabeth, Henry's second child came to the throne as a vehement protestant.
the pope headed the catholic church and elizabeth was a big supporter of Protestantism
Elizabeth I of England tried to blend Catholic and Protestant elements of worship. Over a period of some 11 years since the death of her father, Henry VIII, England had experienced the excesses of Protestantism under Edward VI and then the return to Catholicism under Mary; there was much confusion and great tension. Elizabeth's concern was stability and she allowed elements from both sides to exist e.g. bishops, but permitted them to marry; candle and crosses but within a simplified worship structure.
