They didn't make any statements about slavery at the beginning. The war started as keeping the union together and only evoled as getting rid of slavery after the border states were fighting for the north and it was necessary to threaten the south and a few border states that they would lose their slaves if they continued to fight, the emancipation proclamation

∙ 9y agoOut of fear of alienating the border states during the Civil War, Northern strategy was adjusted in several ways. At the very top level, Lincoln and other leaders shrank from placing emancipation at the center of the North's rhetoric and planning. On the ground militarily, Union troops were stationed inside the border states at minimal levels, so as to reduce friction with the civilian population, while the major campaigns against the South were made on secessionist territory as much as possible. Finally, Lincoln and his aides devoted a large part of their initial war-effort towards securing pro-Union governments in each of the border states
