According to me,the Congress of Vienna did support conservatism.First of all we must go back to the definitions of liberalism and conservatism. Liberalism stood for individual freedom,equality of all before law,abolition of church authority as well as monarchy,liquidation of the feudal system and manorial dues and formation of a government by CONSENT. Conservatism on the other hand was a stark opposite of liberalism, at that time it stood for establishment of traditional institutions like church,monarchy,social hierarchies and believed inDivine Rights of the King etc. The French Revolution of 1789 sounded the death knell of the monarchical system,the execution of Louis XVI clearly showed that the people would not accept inherited power and authority without challenge. French Revolutionary wars and Napoleonic wars spread the idea of liberalism (liberal nationalism to be more precise) throughout Europe ,wherever the French "citizen" army trodded ,the old feudal ideas would be replaced by the new liberal ones.New republics sprouted out in the face of Europe like the CisAlpine Republic,Dutch Republic etc which were filled with the spirit of liberalism. Following the defeat of Napoleon,a new conservative order was established by the major European powers namely Britain,Russia,Prussia and Austria in the Congress of Vienna with a view to restore peace and order in Europe.The congress undid what had been spread by the French by reviving the old monarchical forms.For example,the Bourbon dynasty was reestablished in France,Poland was partitioned up,Monarchy was set up in Dutch Republic.Thus the old monarchical ordered that had been overthrown by the French was restored to create a conservative order by the Congress of Vienna. ( These conservative regimes were autocratic and were intolerant towards criticism and dissent.Censorship laws were passed to control what was said in newspapers,books,poems and plays to prevent them to spread ideas of liberty and freedom.)
