According to me,the Congress of Vienna did support conservatism.First of all we must go back to the definitions of liberalism and conservatism.
Liberalism stood for individual freedom,equality of all before law,abolition of church authority as well as monarchy,liquidation of the feudal system and manorial dues and formation of a government by CONSENT.
Conservatism on the other hand was a stark opposite of liberalism, at that time it stood for establishment of traditional institutions like church,monarchy,social hierarchies and believed inDivine Rights of the King etc.
The French Revolution of 1789 sounded the death knell of the monarchical system,the execution of Louis XVI clearly showed that the people would not accept inherited power and authority without challenge.
French Revolutionary wars and Napoleonic wars spread the idea of liberalism (liberal nationalism to be more precise) throughout Europe ,wherever the French "citizen" army trodded ,the old feudal ideas would be replaced by the new liberal ones.New republics sprouted out in the face of Europe like the CisAlpine Republic,Dutch Republic etc which were filled with the spirit of liberalism.
Following the defeat of Napoleon,a new conservative order was established by the major European powers namely Britain,Russia,Prussia and Austria in the Congress of Vienna with a view to restore peace and order in Europe.The congress undid what had been spread by the French by reviving the old monarchical forms.For example,the Bourbon dynasty was reestablished in France,Poland was partitioned up,Monarchy was set up in Dutch Republic.Thus the old monarchical ordered that had been overthrown by the French was restored to create a conservative order by the Congress of Vienna.

Congress of Vienna held in 1815 after allies (Great Britain, Russian Empire, Austro-Hungarian Empire and German states) defeated Napoleon supported Restoration, which meant return back to Old Regimes. It was a reactionary movement, not as conservative one.

He had to interrupt his reign for the not very succesful come-back of Napoleon as emperor (of which the end came at the Battle of Waterloo). After him, two Bourbon kings were to come: Charles X and Louis Philippe.

Both the Treaty of Versailles and the Congress of Vienna had simillar goals in mind, the recreation/resoration of a European peace. Both took place after major wars, (The Congress took place after the Napoleonic Wars, and Versailles after WWI) and in both cases the nation held responsible changed its politics in order to be seen as a member of the "club" (France put the Bourbons back on the Throne, and Germany became a Republic). The differences are much more prevelant both in the agreements and the results. First of all at Vienna, France was allowed to participate. This ensured a gentler settlement for France, Germany was excluded from the "Big (Decision Making) Four" during Versallies. Versallies established a much harsher settlement for Germany forcing them to pay crippling reparations and to limit their military. France had to accept much more lienient measures at Vienna, mainly because at Vienna it was more about putting Europe back together then punishing a guilty nation. Vienna established peace up until the Crimean war. Versallies lead to the Great Depression, and provided fooder for the rise of Mousillini and Hitler

One accomplishment of the Congress of Vienna that would become harmful to Europe's future was putting the monarchs back in power. This was harmful because that means that the towns people or Europeans could not vote or use democracy any longer.

The congress of Vienna restored the balance of power to a greater extent. All the great powers were given a just equilibrium of states taken from the defeated. The major powers are Britain, Russia,Prussia and Austria. However, not only did the Congress of Vienna try to restore balance of power but also to prevent nationalism and liberalism, contain France, bring back legitimate rulers of Europe and stop slave trade in Europe.
