I can not tell you with any certainty why it has disappeared, but I can help you get it back. If you need to pull it up immediately you can open the Run program (to do this press the "R" button whilst holding the "Windows" button) once the program comes up type "control" and press Enter. You will now have the control panel displayed in front of you. Now to make it readily accessible in your Start Menu all you need to do is right click the Start Menu and then left click Properties, now click on the Start Menu tab, and click the customize button. From here click on the Advanced tab and the first option should involve three radio buttons each pertaining to the Control Panel. The option you probably want is "Display as a menu". Good Luck!
