The Compromise of 1850 put out a signal that it was going to be much harder to create new slave-states, and the South was unhappy about this.

The prominent Illinois Democrat, Stephen Douglas, believed that he could reconcile the two sections by allowing the citizens of each new state to vote whether it should be slave or free. He called this 'Popular Sovereignty'.

It passed into law, in the Kansas-Nebraska Act, but he had not foreseen that by allowing one state to vote at a time, it would be an invitation for every bully-boy in America to cross into one thinly-populated area and create mayhem. The first time it eas tried, the result was called 'Bleeding Kansas'.
