What made Athens more democratic was first that all male citizens were entitled to vote, regardless of financial status; and that any citizen could hold office in government employ, and most office bearers were chosen by lot - that is, at random. Paying them just meant that they could afford to take the time to do the jobs.
It had some negative effects - the juries were full of men too old to work to earn money, the men selected by lot could be too dumb to do the job effectively. So it resulted in heavily over-stacking jobs. Teams of ten did a job in the hope that at least one would have the nous to do it properly. Juries of several hundred were empanelled to get the decisions right.
The net effect was that nearly half the populace was on the public payroll. This was paid for by the other cities in the Athenian confederation (read empire) which were ripped off to provide the money to pay for Athens' self indulgence.
