This was a painful period in French History. A very small percentage of Free French had made an escape from Dunkirk. The French Military was fractured, as was the country as a whole. French Oversea's possessions and France itself lacked guidance and were polarized between active resistance to German Occupation and outright collaberation with the Occupiers. Some simply wanted to survive. Three different groups evolved, The Vichy with a lets pretend we maintain some control, Government, the Free French who profeessed a genuine urge to reclaim France. And the solidly occupied who were split into three factions: Oppose at any cost, get along and survive and those who chose to collaborate and profit.

No large artillery pieces, tanks or aircraft were allowed for the German military. 3. Limits on German Army Reserves. This meant that only a limited number of men in Germany could have military training. 4. No General Staff (where planning for war is usually done) was allowed to Germany. 5. The German Navy was limited to six cruisers, two old battleships and a few smaller ships 6. Submarines were completely forbidden. 7. The Allies would occupy the German Rhineland for 15 years. Germany was to pay for the cost of the occupation 8. The Alsace-Lorraine region was returned to France (Germany had taken it from France 45 years ago) 9. Eastern parts of Germany that were inhabited by Polish people were given to the newly created country of Poland. 10. All German colonies were divided up and given to France, England and Japan.
Prior to 1639, Alsace was part of the Holy Roman Empire (or Germany). Thereafter until 1871, it was part of France, and in 1871 Prussia/Germany reincorporated it into the German Empire. After 1919, it was again part of France, and for a brief time during World War 2 (1940 to 1945 in this case) it was a part of Germany again. Up until 1945, the majority spoke German or the German-dialect Alsatian. Today, it is nearly 50/50 German to French. Their nationality, though, is French.
