Washington, D.C. was never a colony. Washington, D.C. was established as the national capitol city in 1790, when Maryland and Virginia offered to give 100 square miles of marshy swampland that neither state really wanted.
In fact, until the invention of air conditioning, Washington D.C. was virtually abandoned during the summer, and foreign diplomats considered it to be a "hardship" assignment.
