Roman Catholic AnswerAlthough there have been unscrupulous men in the papacy, they are a minority, and had no lasting effect on the papacy. The majority of popes for the last two thousand years have sought to do God's will and lead people to heaven. And those that didn't actually ended up not achieving very much at all. For the most part, popes did not "seize" power. In some instances, particularly in Italy, they ended up ruling the papal states due to the vacuum left when the barbarians conquered Italy. There was simply no one else around willing to keep the sewers in repair, the water running, etc. The Pope could exercise power over individual rulers if they tried to overstep their bounds by recalling them to their Christian duty.
