He knew very well that the strip of land between the Nueces and Rio Grande was a no-man's land, as the boundary between Mexico and the United States was not well-defined by any agreement or accord.

By placing American soldiers in such contested land, he provoked Mexico to have a hostile reaction. It did, as a skirmish between American and Mexican troops resulted in American blood shed; this is known as the Thornton Affair. These deaths were used by Polk to convince the congress that "Mexico attacked first", eventually declaring war on Mexico.
