Nixon was trying to achieve detente with USSR and China. He offered them concessions if they would persuade Hanoi to end the Vietnam war.
The plan of detente was to move away from open hostility (the Cold War) and improve relationships between the US and communist countries such as the USSR and China.

National Security Advisor Dr. Henry Kissinger. He served in that post from Jan 1969 to 1972. When Nixon won reelection, he promoted Kissinger to Sec of State. He was instrumental in getting the North Vietnamese and Viet Cong to the negotiating table in Paris and peace treaty in 1972. Dr. Kissinger was the first Sec of State to travel extensively in the Middle East. He laid the ground work, behind the scenes, to get the Arabs and Israelis to negotiate. It was Kissinger who travelled to China in 1970, who talked one on one with the Communist leadership. His efforts paved the way for the historic Nixon visit to China in Feb 1971. He also travelled several times to Moscow and worked out the detail for the first treaty of detente with the Russians. Kissinger was quite adept at working behind the scenes and getting belligerants to sit down with each other and achieve diplomatic successes! Nixon's first Sec of State, whose name escapes me, was overshadowed by Kissinger-he wasn't even informed of the Chinese trip until the day Nixon and his wife left for China. Kissinger stayed on as Sec of State when Ford took over in Aug 1974 until Ford left office in Jan 1977.
