Roman Catholic AnswerBenito Juarez headed the government in Mexico for a very long time, something like six terms in the later half of the 19th century. Under his regime the most oppressive laws were enacted against the Catholic Church including making any religious orders in Mexico illegal. Thousands of nuns and sisters ended up having to emigrate to the United States and other countries. The Church itself was strictly regulated and an ironclad separation of Church and State was enforced ruthlessly. The Catholic Church is not, never was, and never will be a political body. It was established by Our Blessed Lord on the apostle St. Peter as its first Vicar. As such its mission has always been to bring people to God, and God to the people. The Church worked as best it could to continue its religious mission under these repressive laws.
