Many Jews immigrated to the Caribbean from other countries because of opportunities and weather, and the persecutions in their earlier places of residence. Many Caribbean countries have a high jewish presence including Dominican Republic.

If the question is trying to ask about the particular political conditions of Jewish migration to the Caribbean, the first Jews in the Caribbean came with the Dutch colonizers since Jews had relative freedom of worship and business freedoms in the Netherlands. Jews who came to the Caribbean afterwards typically came fleeing persecution from one European country or another.

Judaism did not really "develop" in the Caribbean. There were certainly Jews who lived in the Caribbean and the oldest synagogue in the Western Hemisphere is in the Caribbean, but the Caribbean Jewish community had no theological or philosophical development nor did it export important changes to other Jewish communities.
