The Iroquois and their nation of independent tribes were joined under a complex constitution that was passed on orally. Unfortunately, we have no verifiable written evidence from the time it was created although there exists several versions that were written down at later times. The writers of the Constitution of the United States were well aware of the Iroquois Constitution and parts were incorporated into the US Constitution.

On a local level there were councils of elders that managed the affairs of any particular tribe and the advice of elder women was communicated to the tribal councils, welcomed and their voices were heard. On a higher level, officials from each tribe attended great councils and shared their knowledge and concerns with other leaders.
