The Germans were looking for someone to blame all of their problems on. Hitler said that the Jews caused all of their suffering (which is not true).

Hitler began a slow process of dehumanizing the Jew, and making it more acceptable to get rid of them. First, he began by changing their classification from religious to racial. Once this was done, he declared them a lower level race. Next, their rights as citizens were gradually taken away. Next, their property was taken, they were removed from their positions, and not even allowed to walk on certain streets. By the time Hitler was ready for the Final Solution, he had succeeded in dehumanizing the Jews to a level where the Nazi actions were acceptable.

They didn't. They instilled fear. A fear that "if I protest, they will do the same for me." Neighbors reported neighbors etc etc.
