They did not "make up their language" - no language is simply made up from nothing. Shawnee is classed as an Algonquian language, meaning that just like many other native American languages it evolved over thousands of years from a single ancient language, which is today known as Proto-Algonquian.
Other Algonquian languages are Powhatan, Mahican, Algonkin, Cree, Ojibwe, Cheyenne, Arapaho, Delaware, Wampanoag and Blackfoot - these are all very distantly related to each other and all come from that single parent language.
