The "battle" between the US Senate and the US president has always been a part of the US's political system. It remains so today in 2016. However, from 1871 to 1898, the Senate exercised its Constitutional powers in the realm of foreign affairs, perhaps in no before or after that period of time. During that long time period the Senate pursued a policy of rewriting, amending and rejecting treaties. No important treaty was passed on during that period of time.
Based on its smaller size, the United States Senate has the ability to allow unlimited debate, such as filibusters. During the nineteenth century, both houses of Congress allowed filibuster debates. However, due to the House's increasing size, it became no longer feasible.
Today's Congressional members are professional politicians that want to stay in office. They see this as a career as opposed to the civic duty it once was.
