The Iraqi Government did NOT send out it's Iraqi Navy Torpedo Boats to attack US Navy warships on the high seas. The North Vietnamese Navy DID attack US Navy warships upon the high seas. No comparison.
With the anticipated drawdown and eventual departure of US Troops from Iraq, the Detainees at Camp Bucca were turned over to Iraqi Government custody and that meant that there was no longer a need for a Detention Facility at Camp Bucca. The entire camp was turned over to the Iraqi Government when the US Troops departed.

The question is a little confusing in terms of phrasing. Much of the Iraq War of 2003-2011 and in the subsequent Iraqi Insurgency in which the US has participated, they acted in concert with the Iraqi Government. The US opposed the Iraqi Government in 1991 for the first times and they left the same year. They returned in 2003, but overthrew the Iraq government within a few months of the invasion. The US helped assembled a provisional government in 2004, which it proceeded to support up to the present day. A large percentage of the US military force in Iraq was withdrawn in 2011, but some ancillary troops and military advisers remain.
The Assad Regime and the Iraqi government are coordinating in order to try to limit the strength and disposition of the Islamic State, which is the key threat to the Iraqi Government currently. As a result, coordinating with the Assad Regime and supporting it is key to the very existence of the Iraqi Government. There is no action I can conceive of, short of putting Coalition boots back on the ground, to reorient Iraqi policy.
