The 1862 to 1863 US Congress and President Lincoln instituted the Homestead Act. This gave huge advantages to settlers to move west. They received their claimed land practically for free if they followed the rules of the Act. It offered tracts of land in sizes as much as 160 acres if a homesteader built a home, stayed at least 5 years and farmed the land.

Through conquest and subversion of the native tribes. Technically speaking, they passed the Homestead Act, which gave settlers the right to carve out a plot of land, for free.

Originally, people were given original Land Patents in the late 1700s for their military service and people moved west over the Appalachian Mts into SW PA. When many countries were fighting over the Ohio Territory, leading to the French and Indian War, Land Companies in New England States tried to sell Deeds. People were too afraid to buy until the late 1790s and 1800. After the War of 1812 and the Civil War, soldiers were given Land Warrants for their service. Along with the Homestead Act (about 1863), increasingly the government encouraged people to move West.
