Kennedy had already passed National Security Action Memorandum 263 authorizing the removal of 1,000 troops by the end of 1963. Other documents from the summer of 1963 show plans for full withdrawal of troops from Vietnam by the end of 1965.

Lyndon Johnson quickly reversed this policy and entered a full-scale war in Vietnam. The war lasted nearly a decade and caused around 58,000 U.S. fatalities.
