Democracy expanded to the African-American males during the reconstruction. With the slave population growing to four million by 1860, after the Civil War newly freed slaves became citizens. African-American men were given a nominal right to vote, but full liberation of slaves and African-Americans was not firmly established until after the Civil Rights Movement from 1955-1968.
